XXI International Conference “Digital Signal Processing and Its Application – DSPA-2019 

Meeting the goals and objectives of the consolidation of domestic scientists and specialists working in the field of advanced real-time information technologies, expanding international scientific relations and promoting the introduction of high technology of the XXI century, Russian Scientific and Technical Society of Radio Engineering, Electronics and Communications named after A.S. Popov with «AUTEX.Ltd» company and with the participation of: The Federal Agency for industry of the Russian Federation, The Ministry of science and higher education of the Russian Federation, the Russian section of IEEE Signal Processing Society, institute of radio engineering and electronics of RAS, Institute of Control Sciences, «MNITI», Bauman Moscow State Technical University , MTUCI, MAI, MPEI, Ryazan State Radio Engineering University and other leading Russian universities and organizations – on March 27-29 2019, the 21st International scientific and technical conference “Digital signal processing and its application-DSPA’2019” was held in the ICS of RAS. Over 200 people attended the conference from 23 cities of Russia and CIS countries, as well as representatives of a number of foreign countries. The conference held eight section: 

“Signal and system theory” (14 papers, head – D.S., Prof. Shinakov Y.S., D.S.,Prof. Chizin D.S.); 

“Theory and methods of DSP” (19 papers, head – D.S.,Prof. Bruhanov Y.A., D.S.,Prof. Dzigan V.I.); 

“Telecommunication system signal processing” (15 papers, head – D.S.Prof.Prohorov Y.N.,Ph.D.,Prof. Sannikov V.G.); 

“Signal processing in radio engineering systems” (22 papers, head – D.S.,Bertenev V.G.,Ph.d.,Prof.Speransky V.S.,); 

“Processing and transfer images” (12 papers, head – D.S.,Prof.Dvorkovich V.P.,D.S.,corr.member RAS Dvorkovich A.V.); 

“Design and implementation of DSP systems” (7 papers, D.S.,Prof. Vityasev V.V.,Ph.D., Asst.Prof.,Steshenko V.B.); 

“Systems of technical sight of artificial intelligence androbotic” (28 papers, head – D.S.,Asst.Prof. Priorov A.L., D.S.,Prof. Favorskaya M.N., D.S., Prof. Chobanu M.K.) 

. The conference heard more than 120 reports, the materials of which were published “Proceedings of the Conference” in 2 volumes, a total of 582 pages. 

At the plenary session, on the opening day of the conference, 5 reports were heard, which reflected the development of modern information technologies for signal processing in the field of radar and telecommunications systems, multimedia applications, coding theory, parallel modular computing, advanced element base of radio electronics. 

In report D.S.Harlamova A.A. ph.d.Chuchupala V.Ya. (Institute of Higher Nervous Activity and Neurophysiology of RAS, Moscow State Linguistic University, Federal research center of Informatics and management of RAS) “Current state and development trends of speech technologies” the main directions of development of speech technologies in the areas of automatic speech recognition and filtering of speech signals are considered. 

Emphasis is placed on existing and expected practical solutions related to the use of deep neural network architectures. It shows that the most effective filtering of speech uses one of two algorithms for suppression of the additive noise: the NRS algorithm based on spectral subtraction and the PCSS algorithm is based on processing of the speech signal in the subspaces. The efficiency of the algorithms varies depending on the level of interfering noise, but little depends on the color. 

The report of Kirpichnikov A.P. (ICS RAS), Nikulin V.V.(CIP “GALIT”) “New high-speed domestic on-Board computer as a view on the personnel issue” is devoted to solving the problem of import substitution and the possibility of attracting new young personnel from universities and technology parks. The report, in particular, compares the existing and future btsvm, as well as the computational performance of modern integrated circuits, both foreign and domestic. 

It is concluded that: “To get out of this situation, the developer needs to offer a modern ODCM on the domestic element base, devoid of the established shortcomings and suitable for the modernization of the complex. This product should combine high performance for solving real-time problems and “friendliness” to the younger generation of programmers, namely: standard and familiar software tools should be used”. 

The report from specialists from the ELVEES RnD center Petrychkovych Y.Y., Kuznetsov D.A., Solohina T.V. “Cognitive processors. New challenge» met with great interest. 

The report of corr.-member RAS Zubareva Y.B. (Moscow Research and Development Television Institute), D.S., Prof. V.V Zolotaryov (Space Research Institute of the Russian Academy of Sciences), D.S., Prof. G.V. Ovechkin (Ryazan State Radio Engineering University) “Coding theory as an optimization decoding problem near the Shannon border”, discusses the unsolved problems of the “classical” algebraic theory and discusses the results of research for the main clusters of decoding algorithms built on the basis of the optimization theory. The next tasks of the development of the optimization theory are noted and methods for their solution are proposed. The advantages of symbol codes and divergent coding are emphasized. There is a special group of decoding algorithms with direct control of the metric. The main ways of the development of coding theory for the coming years and for the future are determined. 

Report of Prof. Dvorkovich V.P., corr.-member RAS Dvorkovich A.V. (Moscow Institute of Physics and Technology (National Research University)) is associated with the analysis of the problem of introducing the RAVIS national multimedia system. The report notes that: “According to the May Decrees of the President of the Russian Federation,” a key area for 

enhancing the competitiveness of domestic information technologies is the introduction of radio engineering innovation systems as a priority path for technological development, which should be the basis of the work of the new Ministry of Digital Development, Communications and Mass Communications of the Russian Federation … same domestic development, when they will be created and implemented? “. 

The report lists all the stages of development and testing of the domestic multimedia system RAVIS from 2003 to 2018. The latest tests carried out in Kazan and Izhevsk showed that the system provides a steady wireless reception of emergency response messages to special RAVIS receivers located in apartments, cottages, and at various industrial facilities without using the Internet! 

The work of the individual sections of the Conference was combined in three main scientific areas: 

1. Processing and transmission of information in telecommunication systems and information-measuring systems (sections 1, 3, 5 and 8). 

2. Theory and methods of digital signal processing. Technical implementation of signal processing systems (sections 2, 7). 

3. Signal processing in radio systems (section 4). 

On the final day of the conference, summaries of each section were summed up, as well as the results of the competition for the best scientific reports among young scientists and specialists, and they were awarded. 

The conducted analytical review of the reports presented at the 21st International Conference “Digital signal processing and its application – DSPA’2019”, allows us to draw the following conclusions: 

1. Russian scientists and specialists working in the field of digital signal processing make a significant contribution to solving actual problems in the development of modern informatics and real-time information technology in all areas of basic research in this area: the development of the theory and methods of synthesis, analysis, compression and recognition of signals, methods digital filtering and signal selection, multi-speed and adaptive signal processing methods, time-frequency and spatial processing methods are multi-dimensional signals, the theory of wavelet transform and fast DSP algorithms, methods of highly efficient construction of multiprocessor systems and neurocomputer signal processing systems. 

2. Analysis of problematic projects supported by the Russian Foundation for Basic Research (for a number of reports) showed that they have problems related to current problems in the field of digital signal processing and information technologies, as well as solutions that make a significant contribution to the development of domestic and world science.
